Nueva Jerusalén is perched on a hill about nine miles from the Peruvian capital's city center. Of the 4,000 residents in the community, most are squatters from the Andes region who fled terrorism. Many homes are inadequately constructed of cardboard, scraps of wood and plastic and have dirt floors.
